black screen with mouse pointer

cannot reinstall my OS..! HELP!

Hello,
My laptop didn't reboot wen i restarted it.. so i decided to recover using the recovery disk.. But wen it reached the last cd, the recovery failed. So i decided to choose to delete all files.. after formatting, wen I reboot it appears, BOOTMGR missing. so I used windows 7 cd installer, planning to reinstall my OS.. i restarted, reboot on cd/dvd, then "windows loading" appears.. after that black screen with appears.. wmouse pointer appears.. what shall I do with it? can anyone help me please? thanks.!

Toshiba Factory Recovery

Be advised: this erases all data, and reloads all factory default software. Be sure to back up all your important personal data beforehand!

To access the Toshiba recovery partition, power off the laptop. Hold down the 0 (zero) key and turn the laptop on. Keep holding down the zero key until the TOSHIBA logo appears, where you should start tapping the zero key repeatedly.
Stop if the unit beeps or when the TOSHIBA logo disappears. The screen should flash ** HDD RECOVERY MODE ** for a split second, then load the Toshiba recovery program right from the hard drive.

Why did you not attempt to repair WIn7 using the System Recovery Options
before abandoning the Win7 installation to run recovery? We could have helped you rescue your files at the minimum.

Recovery should first be attempted from it's partition which is a more stable method than booting the disks. However you may have deleted the partition when you attempted to reinstall.

If Recovery partition or disks won' t run then follow these steps to clean reinstall factory OEM to get a perfect reinstall: Reinstalling Windows 7

Hi, first I would advise you to try another startup repair and see if that works. If that does not works follow these procedures to repair your computer:

1) Put in your reinstallation cd for the Windows version you have installed.

2) Once you reboot your computer, it should automatically boot to the cd. Once it does this, choose repair your computer.

3) Choose your windows OS and drive and press next.

4. Click on the command prompt option.

5)Then type the following commands and press enter after each one:

bootrec.exe /fixboot

bootrec.exe /fixmbr

6) Then type the following command into the command prompt and press enter to reboot your computer:

shutdown -r

(Alternatively you may type "EXIT" and hit enter to reboot.)
