Got a blinking cursor everytime I reboot. Tried the minmized image recovery which reformats, copies / restores the files to the hard drive but when it says the next step is to reboot, and I do, it freezes on startup (HP Logo, single line of discolored pixels at the top of the screen, press esc for boot options frozen in the bottom corner). At this point I reboot and I'm right back where I started.

I did a memory and full hard drive check, both come back fine. Not sure what else to do.

Make your Recovery disks which are used in such a case where Factory Recovery won't run from its partition. You may need to wipe the HD first with Diskpart Clean Command.

Most tech enthusiasts prefer to Clean Reinstall - Factory OEM Windows 7 which is a much superior install especially considering the huge amount of bloatware larded into the HP factory recovery disks. Everything you need to get it perfect is in the blue link.

I used a OEM Windows 7 disk to get it functional again. Thanks for the help
