blinking screen at boot, please wait screen

Hi, I have an issue where I'm stick at the please wait screen at boot and the screen keeps blinking. I have same issue booting into safe mode. Any help on how to resolve this? Thank you!

starting with updating or reinstalling the Display driver and any missing drivers, establishing a Clean Boot, trying the recommended AV in place of yours, testing your hardware, culling the logs for repeat errors to resolve.

problem is i cant even boot into windows to try any of the steps, i'm stuck on the please wait screen and it flickers every second or two. same problem booting into all the safe modes. tried startup repair and sfc /scannow from windows 7 iso disc and still have the same problem. system restore failed as well. specs are amd x4, 16 gb ram, win 7 ultimate 64bit

startup repair: What errors did it find? Click "view diagnostic repair results" and tell me which test do return a status other than 0x0.

Why doesn't system restore work? Any error message?

What sfc command did you enter exactly?
