Bookmarks on Windows Explorer menu (How?)

Hello,

Does there exist a utility that puts a dropdown menu in Windows Explorer so that I can add bookmarks to it? Bonus if I can order the bookmarks, create separators, and folders.

The Favorites and Libraries feature is stupid in that I must first scroll to it.

When I download the file it has an extension of WMA, which is kid of fishy. So when I remove the WMA extension and run the setup executable the setup screens contain gibberish. It seems like a virus to me.
