Boot up problems

for some reason windows 7 will not start up on my laptop. the inspiron logo pops up and a blue bar loads up below it. after this there is a blank screen and a flashing white bar. this screen will not change. how do i get windows to start up? i havent made a backup disk for the computer and the disks i do have are microsoft works 9, dell applications, and dell drivers and utilities. please help.

Follow this article and run Startup Repair http://www.sevenforums.com/tutorials/681-startup-repair.html and make sure you run it atleast 3 or 4 times.
