BOOTMGR error >> Recovery DVD wont load

Alright so after trying to get some external hard drives to show up on my desktop and having that fail I did a restart to try starting fresh. When I restarted I ended up with a BOOTMGR missing error, after trying for ages to get the Windows 7 dvd I have to boot up while getting the error 'BOOTMGR missiing press Ctrl + Alt + Del to restart', I finally got my computer to allow me to boot from the DVD.
Now when I do press a button to boot from the DVD my computer it shows that 'Windows is loading files...' message, and the bar loads up all the way. It then changes to the now loading windows screen with the animation and all but its what happens after this that has become the next problem.
The bar will load and then after a bit it pops up into a desktop style screen with a background and my cursor on the screen but nothing else. I thought at first it was still loading up the options screen so I could click repair computer, but it stays there. It has been stuck on this screen for around 20min now without any loading circle showing up next to the cursor or my dvd drive making noise (it went silent after the background and cursor loaded).
So does anyone know whats going on with my computer? I dont even care about repairing the OS anymore I just want to do a full format but I cant even get the Windows 7 DVD to load the format/recovery page so I can do that.

Any help is extremely appreciated!

Yours is a desktop or a laptop ? It will be better if we could come to know the configuration . Anyway, can you remove the RAM, clean the edges and attach it again (with power cable unplugged from the source) and try the process again ?

It might be the RAM which is not functioning properly .

Try tapping F8 at boot to see if the REpair console is on Advanced Boot Options,
accept any offered Repair, if it doesn't start boot back in to run Startup Repair repeatedly.

Try resetting the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOs. While in BIOS setup set SATA controller to AHCI to try install. Unplug all other HD"s and peripherals.

Test your RAM - Test with Memtest86
then test your HD using maker's diag/repair extended CD scan: HD Diagnostic

Use the HD diagnostics CD to wipe the HD, which will force Installer to autostart to reinstall.

If these fail, your OD may be at fault. Try cleaning it, reinstalling or writing DVD ISO to flash stick to try install. Use Ultra ISO trial version, on File tab Open DVD or ISO, on Bootable tab Write Disk Image, Format, Write. Boot under USB, Removable or HD.
