Bootmgr error

I formatted PC with system repair disk.
Went to reinstall win 7 and I get
Bootmgr is missing.
I have put repair disk back in and DVD reader runs it.

But I have no idea how to reinstall OS

Any help would be appreciated.

You're not booting the Win7 installation disk or flash stick, or if you're trying it is not working.
