Bootmgr is missing

i was installing a new hard drive in my computer and a new cpu fan , right in the middle of installation the computer shut off , i found out that new cpu fan was bad but after trying to start things back up all i get is Bootmgr is missing and will not let me install windows 7 ultimate 32 bit edition , thats as far as it will go when i go into the disc it starts up and i click install and it does not see any hard drive how can i get this to quit saying bootmgr is missing so i can install my system on this new hard drive

If you do not have anything on the hard drive that you want to keep, then you could try this to see if you may be able to install Windows 7 afterwards. Be sure to see links in list below.
