BootMGR missing, Clean Drive no OS. Urgent Please.

I am trying to fix my friends computer for him, but when i swapped his old hard drive into the new computer it kept blue screening. Well i went ahead and just threw that HD in my PC and did a full format, so its completely cleaned out. But now when i try to boot from CD to install windows. It says BOOTMGR is missing Press Ctrl+Alt+Del to restart. I've been told to disable Usb input and that didnt help either. I am currently manually reseting Bios via taking the battery out for 30 minutes. Can anyone shed any light on this problem?

Have you set the PC to boot from cd in the bios?

Start the PC and hit either the delete key, F8 or F12. Depends on you computer.
Find the boot option and choose to boot from DVD/ CD before trying to boot from HDD. Then save and exit the PC should now boot from the disc. No Bootmgr suggests it's trying the hard drive first. Good luck.
