Both Firefox and IE9 partially blocked

A few weeks ago I did a reinstall of windows 7 and everything seemed to go rather well. I didn't notice at first, but lately a number of websites seem to have a portion of the page not loading with both FF and IE9. You can see in the screen shots a section they were unable to load. There was another part at the top of the page that was also blocked.

Not sure if these are just some type of ads being blocked although I didn't intentionally set up anything to do so. These sites didn't seem to give me a problem as far as I remember before the reinstall.

With firefox I can see it says it was something from doubleclick.net that's not showing up.

Both java and flash are both installed and up to date. I thought my firewall might be blocking something so I temporarily shut it off, but it made no difference.

If anyone can shed some light on this I'd like to hear what's going on.

Usually when that happens there is a web blocking program like Web-Sense, or something. Where are you using the computer? Home, Office, Coffee Shop? Is it a laptop or PC?

It's a PC and I'm using it at home. My laptop is however able to show the web page without any problems. Haven't got any web blocking programs installed that I know of.

Does windows 7 have its own built in web filter?
