BSOD 0x00000024 (boot loop & other issues)

Have an HP desktop computer that is stuck in a boot loop where immediately when the windows logo comes together it restarts. None of my safe mode options are working and when i load safemode with cmd it crashes right after classpnp.sys. ive gotten into recovery environment via a CD, startup repair runs and says it solves issues no failed tests and what not but restarts to the same old boot loop. Ive been ripping my hair out for 4 days now trying to figure it out. Diskpart displays all volumes as healthy with partition 1 C: being system partition and volume 2 D: is a RAW partition with a 917gb size so im assuming D: is my personal files? Is it supposed to be RAW? Ive run all the bootrec cmds and restarted subsequently but it still doesn't boot properly.

I've been trying to avoid that cause i got some stuff that's not backed up properly and wanna get that back. Is there a way i can safely just reinstall like the system and OS or whatever Without touching my personal files? I am pretty inexperienced with computers.

Well you can try to boot into a Linux distro and backup all your data to an external harddrive, USB etc.
