BSOD afer trying to install VGA drivers, stop c00021a

A few days ago, my computer decided to power down well in the middle of a match of Dota2. when I tried to re-boot, I got BSOD "Stop c00021a" after the "windows is starting" screen. I reformatted the hardrive and reinstalled win7 from the reinstall disk that came with my computer, that worked and allowed my computer to boot. I reinstalled most of the Important updates (up to windows 7 SP1) but whenever I try to reinstall my Raedon HD 5570 drivers (either through the application or a manual install) after rebooting I get the same BSOD again, and have to use system restore to wipe the drivers, Startup repair fails to fix. In dxdiag, It gets listed as just "Standard VGA graphics adaper".

Specs:
Manufacturer: iBUYPOWER
OS: Windows 7 home premium 64bit
CPU: Athlon II X4
Motherboard: ASUS M4N68T-M-V2
Memory: 4GB DDR3
VGA: ATI Radeon HD 5570 1GB
Audio: Integrated
Hardrive: 1TB SATA ll
PSU: 700W

Its the original OS
OEM
I've had this rig for about 2 years.
Just reinstalled the OS a few days ago due to BSOD whenever I tried booting.

Thanks for any and all help!

The crashes indicate a Windows process is causing the problem. Check for Windows corruption (I know you just re-installed, but it can happen):

Also, which driver version are you attempting to install?

Have you tried installing without the AMD Catalyst Control Center/AMD Vision Engine Control Center?
  • Download the version of ATI drivers that you want to install, and then do the following steps.
    • Start the installation program to install your drivers and ATI software. When you get to the option to Express/Custom install, cancel the installation. Your drivers should now exist in C:\AMD\Support\xx-x_vista_win7_64_dd_ccc where the x's replace your version number of the driver software.
    • Uninstall all AMD software related to your graphics card by uninstalling AMD Catalyst Install Manager in Start Menu -> Control Panel -> Uninstall a program
    • If AMD Catalyst Install Manager is not listed, use the following method to uninstall the graphics drivers:
      1. Click Start Menu
      2. Right Click My Computer/Computer
      3. Click Manage
      4. Click Device Manager from the list on the left
      5. Expand Display adapters
      6. Do the following for each adapter (in case you have multiple display cards)
        • Right click the adapter
        • Click Uninstall (do not click OK in the dialog box that pops up after hitting Uninstall)
        • Put a tick in Delete driver software for this device (if this option is available, otherwise just hit OK) and hit OK
      Alternatively:
      1. Login as an adminstrative user
      2. Click Start Menu
      3. Click Control Panel
      4. Click Hardware and Sound
      5. Click Device Manager (the last link under Devices and Printers)
      6. Expand Display adapters
    • Restart your computer.
    • Re-install your drivers from the C:\AMD\Support\xx-x_vista_win7_64_dd_ccc folder using a similar method to that in OPTION TWO of http://www.sevenforums.com/tutorials/98073-drivers-install-vista-drivers-windows-7-a.html

I brought it to a friend of a relative, and he was able to figure out the problem, Turns out the drivers were being overwritten by windows when I tried to install them. Just had to install the drivers before the windows updates and it works now.
