Startup repair doesn't help - can't fix the problem
sfc /scann... no errors
chkdsk /r ... no errors

Seems like ATITool64.sys is causing to crashes. Please uninstall it and see if the system crashes again. Then turned off Drivers Verifier

Yes indeed. If you aren't surgical with what to watch, and rather go for a more blanket approach, you will introduce latency. Driver verifier adds some overhead, so that if something crashes, it does catch it - this takes system resources, both memory and CPU cycles.
