Solved BSOD Error locale 1033

I've been perusing the threads here and trying to figure out my problem for about a month now on my own but I'm becoming very frustrated working on it and I think it's time to ask for more experienced help.

This computer is around a month old and the problems with blue screens and other issues with games crashing have been happening from nearly day 1 but I'm unsure what is causing it and it doesn't happen under a set of specific circumstances so it's hard to test fixes in a timely manner. I've tried testing the hardware the best way I know how,
  • furmark for ten minutes with no issues
  • memtest for the default settings with no errors
  • seatools with no issues, windows chkdsk no issues
  • windows memory diagnostic actually gave me an error the first time but then nothing with subsequent followups
  • installed windows clean twice
  • updated drivers
  • updated my bios as my last idea

I've also run the usual sfc /scannow that I see on the bsod threads and it initially gave me the corrupt files cannot be fixed but even after replacing the corrupt files and scanning again and having everything correct it will be corrupt again soon after and I do not know why. It always seems to be the same file and I don't know what to do about it. One other issue that doesn't come up very often but is concerning is that my MSE and windows defender give me a message that they have stopped working and prompts me to restart them. This led me to believe there was somehow a virus but after malwarebytes and mse scans I got nothing back.

I'm unsure if it's connected or not but while playing dota 2 the game will give me a few problem:
  • It sometimes will crash instantly to the desktop and sync to steam cloud for no apparent reason and without error codes
  • Screen will freeze, go black for around ten seconds, screen will resume but the game client is invisible, I can tab to it and my cursor changes to the client but I can't see the window.
I also have issues with GTA V but I'm more concerned with fixing the BSOD first.
Any help would be greatly appreciated.

If you are overclocking anything, please set everything back to default levels. Also, please uninstall any Gigabyte Utilities you have installed.

Please download from this site only http://www.memtest.org/ in the middle of the page are the Download links, you can download the ISO.zip or the Auto USB Flash Drive installer.zip

Extract the Zip file. If you chose the ISO image, burn it to a CD using Windows Disk Image Burner or any Image burner you may have. If you downloaded the Auto USB installer, extract it, insert your USB 2.0 Flash Drive and take note of the drive letter. Run the installer, select the Flash Drive Letter, check the format box and press next. It will install memtest86+ to a flash drive. You can use either V4.20 or V5.01. Boot from your selected media. If you use V5.01 it will tell you to press certain buttons at the start, please press no buttons. The test will begin on it's own and continue to run until you stop it. It needs to run for 8 complete passes or until you receive an error. If you receive an error, stop the test. Even 1 error is a fail. Each pass tests a different part of the ram and each of the 10 tests in each pass tests something different. It takes a minimum of 8 passes run in the same run to completely test the ram, more passes are better. It is quite a long test and will take several hours depending on how much ram you have. Due to the time length it is best to run overnight. If you have any questions, please do not hesitate to ask​

The only things I installed from gigabyte were the audio and ethernet drivers. When I look in my programs and features I don't see any utilities either so unless you mean the drivers I believe I'm fine there. I didn't overclock any systems, bios is at default.

I will run the memtest86 tonight and post with results afterwards, thank you.

The test is to test the memory and the dimm slots. Any error is a failure. While it is most likely it is the memory, it is prudent to test the dimm slots too. To do that you remove all but 1 stick of ram and run the test again, in each slot. Keep track of which stick and the results of each slot. A bad stick of ram should show errors in each slot. If you have a stick that passes in 3 slots, but fails in 1 slot, it shows that you have a bad dim slot on the motherboard. Run both sticks again one at a time in each slot.

I received errors in testing with every slot. From here do I need to get a replacement stick of memory? Is it likely that this was causing all the problems I was having?

yes, it is very likely. You need to get ram in kits. Kits are made and tested to work together well. Individual sticks are not. You probably have a warranty on your ram. Try to RMA it and tell them you would like to return both sticks and get a kit in return. Also ask for a advanced RMA. They will send you the new ram before you return the ram you have. But, you will have to give them a credit card number to protect themselves in case you don't return it. If you return it in time, your card will not be charged. That will keep you from having to spend money and to be without a computer for 4 weeks or so.

Thank you for your help, I will contact newegg for a replacement. My RAM was actually just a single stick of 8gb but I suppose it was just a bad stick on its own.

If it is within 30 days, Newegg will replace it, but they won't do an advanced replacement. If it is over 30 days since you bought it, you will need to go through the Manufacturer, usually they will do an advanced replacement. You would get better performance with 2 8 GB sticks or 2 4GB sticks.
