BSOD on 5 month old custom built computer 0X0000001E

was recently playing some league of legends and browsing youtube and my screen flashed went black for a few seconds and i got a blue screen of death ive read other posts there is no name or .sys file to indicate what caused it just this in the technical information:

i have read the forums and it tells me to download that file to collect the dump data and to zip it up so you guys can see it but problem. the BSOD happens around 2 seconds after loading up the desktop , ive tried a system restore, still its happening. restar computer.... logs me in lasts a few second , mouse freezes, screen flashes black and theres the blue screen of death dislaying the same thing over and over again. anyideas on how to install this or will i have to do a full install of windows 7 again? i have been having graphics card issues every now and again before the dump for instance watcing a youtube video the youtube player would turn full green and it would say a graphics related so and so has stopped working. Yesterday i got it to work and not show me the screen of death for around 3 hours when i restdarted it bam the screen again. when it did work for taht limited amount of time it said somethign about a catalyst center had stopped working? my graphics drivers i thught were uptodate as im using a RADEON HD5850 Graphics card. please help

wuld like it if you actually read my post before replying with a thread ive already looked at as i have said i cannot actually download any of the files at all on my computer as i am prompt with the BSOD around 2 seconds after loggin in ...... so i cannoty download any .exe file or go on the internet or even click my start bar ...

Boot in safemode with networking and do the steps :)
