Hello, lorkian I will see if I can help. First I could help better if you would provide more specific details about your hardware. We need the Manufacturer and model of your components as well as your PSU and CPU cooler. This may help you.

Please fill out your System Specs

   Information
Your System Specs will help us to help you, and doing it in this manner will make them available to all helpers in every post and keep us from hunting for them. We ask that you fill them out in as much detail as possible including Desktop or Laptop, Model number if it is an OEM computer and all components with the Manufacturer and Model number if possible.

If you will go to your last post and click the 'System Specs' in the bottom left of the post, you will find a link to update your system specs. Please fill those out in as much detail as possible, making sure to click save at the bottom of the page. If you would like to know what we would like, you can click 'My System Specs' at the bottom left of this post to see mine. If you do not know what your components are, this will help you accomplish this task. http://www.sevenforums.com/tutorials/180324-system-info-see-your-system-specs.html

The dump filed I looked at, this is what they said

Code:
[COLOR="Red"]SYSTEM_SERVICE_EXCEPTION (3b)[/COLOR]
An exception happened while executing a system service routine.
Arguments:
Arg1: 00000000c0000005, Exception code that caused the bugcheck
Arg2: fffff960001b4377, Address of the instruction which caused the bugcheck
Arg3: fffff88005a5d070, Address of the context record for the exception that caused the bugcheck
Arg4: 0000000000000000, zero.

Debugging Details:

Please update your Graphics driver. I will give you some suggestions about how to do it.

I am going to give you some links that will help you get a good clean install and not have any drivers you don't need that will conflict with other drivers. Download a WHQL driver from http://www.sevenforums.com/graphic-cards/329659-latest-amd-catalyst-video-driver-windows-7-a.html . Once you have them downloaded, uninstall you current driver from control panel. next clean up any left over drivers from following this tutorial http://www.sevenforums.com/tutorials/83814-drivers-clean-left-over-files-after-uninstalling.html and select only ATI Display Drivers. After you have done that and rebooted, install the new driver, only select custom install and install only what you have to. Very few people need most of what they include. You do not need the audio/HDMI drivers as you already have that in your Motherboard drivers. Unless there is some reason you need them, the only thing you really need is the Display Driver.

After doing that please run Seatools on your Mechanical Hard drives. Please use Seatools for DOS and run the short and long test. http://www.sevenforums.com/tutorials/313457-seatools-dos-windows-how-use.html#Part3

Also, please go to your Motherboard's web site and update your drivers, especially your Chipset and Network drivers.

Also, please open an elevated command prompt ( click start, type cmd in the search box, right click on the cmd entry and select run as administrator) in the black box that opens, copy/paste sfc /scannow. If you decide to type it, notice the space between the sfc and the /. It is a system file checker which will scan your system files and attempt to correct any missing or corrupt files. What we want are the results to say windows found no integrity violations. If it says files were found but could not be repaired, close the box, reboot and run it again, after opening the administrative command prompt. You may have to reboot and run it three times for it to repair all system files. If it can't repair them after 3 reboots, let us know.

Please let me know the results of the tests.

Here's what i have done so far, i tried to clean install/update my Video Card Driver (didn't install any HDMI Audio drivers included in the package) which is ATI. I tried to format my PC , i also have updated my BIOS/Mobo chipset drivers, and changed the slots of RAM (cleaned it too).

So far my observation there's no BSOD when im on the PC but everytime i shut down or restart my Computer then occurs the BSOD then the PC will restart again and on my Logonscreen where i type my password i can shutdown the pc without a problem.

Here's my new complete log report please kindly take a look. Please tell whats going on with my PC Thanks!

Edit:
(SFC)

Code:
C:\Users\neddmeister>sfc /scannow

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.

Windows Resource Protection did not find any integrity violations.

Also Run Windows Memory Diagnostics 0 errors found.

Run all Windows Updates and install SP1. When that is completed, open an elevated command prompt ( click start, type cmd in the search box, right click on the cmd entry and select run as administrator) in the black box that opens, copy/paste sfc /scannow. Your last 3 errors were Internet Download Manager and the 2 before that were Network Diagnostics. I suggest you uninstall IDM.
