Solved BSOD On Shutdown Causing Infinite Boot Loop

Hi Everyone, I am new here so forgive me if I am going about this the wrong way. I am usually able to solve problems one way or another but I am at a dead end and I don't know what to do at this point. I have had this problem sporadically since I have built my computer but recently it has become a very regular occurrence and it has me extremely frustrated. Nine out of ten times I am getting a very long "shutting down" screen when I try to restart or shutdown my pc and it usually results in a bluescreen
(Driver power state failure) and a restart where I will need to start the process again. Most of the time I end up having to hold the power button down to completely shut the computer down. On restart I will usually get a message stating "Overclock failed" and I need to enter the BIOS and restart before I can start my PC even though there is no current overclock. I know the basics to building a computer and general trouble shooting but I am at a loss with bluescreens so I would appreciate greatly any bit of advice that anyone may provide. Thank you ahead of time for taking a moment to read this and thank you for any advice you may have!

I cleaned out as many of the repeat dump files as possible to make it easier to go through.

Recommended to remove ASUS software, it is known for causing BSOD's.

Do you have anything connected to your USB ports?

See if updating the Intel USB 3.0 hub drivers helps as first step.
