Whenever I try to start up my computer, I will be able to use it for a few minutes then it will get the BSOD. It works fine when I use safe-mode though (I am using safe-mode right now too). It gets the BSOD whenever I try to use the "normal" mode I guess. I also used the SF diagnostic tool in safe-mode, and I hope that doesn't make a difference. I have recently started using Steam, but that was like 2 weeks ago. I am not sure why this is happening, and I would appreciate it if someone could help.

I have tried to restart, but that didn't fix the problem.

Norton tends to cause BSOD-s and seen it create several issues for users. Recommend uninstalling it with the Norton Removal Tool and replace with Microsoft Security Essentials. See if this stops the BSOD-s. Download and run the Norton Removal Tool to remove the Norton Product

Microsoft Security Essentials and Malwarebytes are recommended from a strict BSOD perspective. They do not cause blue screens on the system as other AV products do.

Microsoft Security Essentials, Free antivirus for windows

Malwarebytes Anti-Malware Free

   Warning
DO NOT start the free trial of MalwareBytes, unselect that option when prompted.

   Tip
Make full scans with both separately.

Virus check
Scan your system with the following:

Kaspersky TDSSKiller - How to remove malware belonging to the family Rootkit.Win32.TDSS (aka Tidserv, TDSServ, Alureon)

ESET online scanner - One-time virus scanner free with ESET online scanner

Start up
Keep less stuff at the start-up. Only anti-virus, this helps avoid driver conflicts and improves time to log in to windows.

I removed Norton but that didn't fix anything. I forgot to mention that the BSOD also said "IRQL_NOT_LESS_OR_EQUAL", is this anything of importance?

Ok, I performed the Kaspersky TDSS scan and it detected and killed some virus. Now everything is working fine, and I haven't gotten the BSOD. I also cleaned up my startup with msconfig, leaving only the antivirus on. Do I still need to perform all the other tests?

Hold on to that for the time being. If the BSOD's happen again, upload the new files and then continue with the rest of the steps.
