by mistake delete c: drive access

Hello,in my hp g61 notebook by mistake in c:\ properties- securaty-advance satting delete all acess of c:\,now i can`t access the c:\ by window,can`t instal and uninstal any softwere in my pc and not able to delete any file on pc.now after purchase i didn`t make recovery disc. today i try to make recovery disc.using start-recovery manager-create recovery,not open window show error(windows cannot acess c:\program file x86\hewlett-packard\recovery\cd creator.exe)please guide me what is the solution of this problem. please give help to make access on c drive.

You might be able to access a hidden recovery partition that's on your hard drive.

thanks for reply and help me in my problem time.your idea is ok but this idea dosenot work for me.

i solve my problem ussing(f8) safe mode with nateworking.and go to security tab.in advance satting and give user and adminstrator to full control on my system.

without ussing of safe mode i can`t do editing on ownership and take full control to system.
