Update DirectX. If you already have, something might have gone wrong with the installation.

What type of DirectX do you have? 9 or 10? Maybe even 11?
That's an older game and may require an older installation which you may not have. Install DirectX 9 since that game requires it. Also, during the installation, did it prompt you to install DirectX? If so, reinstall and include the DirectX as an install option.
