I don't know if you read my post on the other black ops post but I will quote myself here as these couple of things also help alot in addition to the post you linked.

There are some issues with the game on the PC which is true, but people seem to forget that NO software on release is perfect, not even Win7 was perfect. They have done two updates and with a couple of other steps I am almost where I think the game should be as far as performance for my machine is concerned.

First, delete your config file, then reload black ops, it will regenerate the config file with all the new settings and changes from the updates. Second you need to modify your config file ESPECIALLY if you have a multi core processor such as myself. There are two lines that start like this "seta r_MultiGPU 1" and "seta r_Multicore 0" these are set for a console not a PC. You need to change the GPU to 0 and the Core to 1 then save the file.

After I did these two things I went from a 57-99% CPU usage to a steady 55%, and FPS from 30-40 up to 95+ FPS on any map. Also I would be keeping an eye on these two forums for more info as its developed because I think within a week, this game will be running smooth, lag free and stutter free easily.
