Calling android phones from PC?

Hiya sevenforums.com,

I know this is not the place to ask but am all out of luck right now and I know there are many smart people here :).

I have a friend in the US who has an Android phone, I have a windows 7 64bit PC in Europe, And we want to phone each other, Now Skype was our best bet but sadly does not work on his Android. I tried to get a Google voice account but failed "Because am not in the US, And can't get hold of a US number blablabla" I have a VPN in which I can change to be in the USA/Canada..

If anyone has any ideas I would love to hear them.
