If I run Easy File Transfer and direct it to transfer all User files to a new W-8.1 PC can I safely:

Delete all User files from the original PC.
Delete all Software Programs that Easy File Transfer says were not transferred from the original PC.

Wind up with just W-7 on the original PC?

Copying all data is docs, photos, films is no problems. Trying to transfer software can be dodgey as your going to a different Windows. I wouldn't risk it reinstall on new PC. Use add remove software to get rid of it on win7 again depending on what your going to use the PC for a clean install of Windows is the best thing

That is the purpose of Windows Easy Transfer - to migrate user profiles and settings from one PC to another PC. So when you have migrated to Windows 8.1 then it would be safe to delete the user data from your windows 7 computer.

Exactly what WET transfers is another question. You might find reading all the advice and experience in this thread helpful:

And make sure you have the installers and product keys to hand before re-installing any software, so check your downloads folder and emails for these.
