Can I backup/load W7 settings for a fresh install on new HDD (no iso)?

Well. It's time for me to change HDD. I wanto to go for a fresh W7 x64ultimate instal. Now, I wonder, Can I backup and load something like "control panel settings"? That way I could load them after. On the new W7 installation. Something like: 1)Backup settings 2)change HDD 3) mount new HDD 4)Fresh install 5) load settings. Thanks
