Anything in "Local" can be deleted. However doing so can delete settings for applications and will need to be created again. Local is mostly used for cache of data for applications. There is nothing critical within Local that would cause Windows to stop functioning.

I find its safer to use CCleaner at defaults.

We have never had a documented case here of CCleaner causing problem with either its Disk or Registry Cleaner. It may be the most popular and reputable app in the tech world, ever.

Ccleaner dose many things but if used in the default setup I have never had a problem using it. I have use it for years.

Then I would not empty it.

If it can be safely cleaned out without issue, CCleaner would include it by default.
