Can I use license key with brand label on other computer

First of all hello, im new here, and second sorry for my terrible English grammar

• I have a Dell laptop with Windows 7 Home Premium Dell (not oem, but with dell brand name on it) license and label. My laptop died, and i bought new custom pc, witouth any license, can i use my old dell license on new pc?
• And second question, if i dont have any purchase document only license label, can i still use this license legally?

Sounds like a Dell OEM to me - lets confirm. On the Dell, do this:

1. Download and save this tool to your desktop:
http://go.microsoft.com/fwlink/?linkid=52012

2. Run the tool, and then click Copy - ignore any errors if they appear

3. Use CTRL+V to paste the unedited results of the tool here in your next reply

If it's Dell, it's OEM and that is not tranferrable. For your new build you need a new license.
