can´t set up VPN server

Hi all,

I tried to follow the steps below to configure the VPN server for incoming connections on my Windows 7 Ultimate server and I´m getting stopped at the easiest point. Inside Control Panel --> Network and Sharing Center --> Change adapter settings, there is no menu bar at the top, so I I´m unable to find "File" in order to execute "New Incoming connection..."

I´ve checked the whole configuration, even Control Panel --> programs --> Activate/Deactivate services, but no way... Is it a Windows 7 Ultimate version related issue?
Is it a Windows 7 Ultimate activation issue?

You should hit Alt-f to access the file menu.
