access the specified drive, path, or file. You may not have the appropriate
permissions to access the item" and the thing is that the file is indeed in the

alright then...just do a repair install...

Run Windows 7 setup within Windows 7 and install to the OS drive being used right now. It will overwrite all system files while keeping your apps and other files intact and working

This sure doesn't seem right...

The executable, cmd.exe seems to be OK, from what you've said about the copy, out of \sys32.

Open a command window and type: set (then, Enter)

Have a look at a few items of interest:

ComSpec=
Path=
PATHEXT=
SystemDrive=
SystemRoot=

These should all indicate the usual, with C:\ etc.

You should be able to catch anything "out of ordinary"...

Things just ain't right here....

I agree here...I believe the OP should go ahead with a repair install as I think there is more damage here than is apparent

I would like to do a repair install , but it seems that its done by upgrade and it comes with a few disadvantages, but it seems that ill have to do it.
