Cannot assign Ctrl+Alt+F as a keyboard shortcut

I like to use keyboard shortcuts to start programs running. I assigned Ctrl+Alt+F to open Firefox (pinned to the Start Menu), but it would not work. I can use Ctrl+Shift+F and the shortcut works. Normally, I would assume that Ctrl+Alt+F conflicts with one already in use, but pressing that key combination, nothing happens. Any ideas? Is there a way to determine what keyboard shortcuts are assigned and which are available?

When you say Pin to Start Menu it is in that pane of the start menu when you open correct? If it was pinned to the Task Bar you could use WINKey + 1 thought 0 to open or switch windows based on their order.

Actually, I have Firefox pinned to both the Start Menu and the Taskbar but I have been using computers since they were teletypes and I try to use the Mouse sparingly. I do have a shortcut key combination working (Ctrl+Shift+F) but I can find no good reason why Ctrl+Alt+F refuses to work.
