Cannot boot via CD/DVD or USB

Hello everyone, i am tryin to upgrade my Dell 1520 with Vista to Windows 7. i have went into the BIOS (A09) to set it to boot from, USB,CD/DVD,HD and it does not seem to want to boot from any of the first 2 devices, it will however allow me to upgrade without formatting the HD, i would prefer to do a custom clean install of windows 7.

i am going to say yes, because i was able to put windows 7 on another partition on another machine, just in case how would i make it bootabe ?

ok i found a work around, i copied all the stuff that i needed( which was not that much) to a EXT drive, did a factory restore which formatted my HD. and now i am in the procces of doing an upgrade.
