Cannot buy anything on-line- is this due to a missing .dll file?

the subject line tells it all-

I have been ignoring warning screens about the missing .dll file(s) - possible
coincidence is the problem trying to buy something on line- like Avast additional products, as an example.

Today I would like to get this cherried out- thanks! Jan

Acer Aspire 7740-6656 Win 7 home premium factory installed (circa 2008 ? )
WIN 7 HOME PREMIUM (2nd OS installed 2014 by my (former) computer
repair guy who was to correct a Black Screen problem and decided to install or bootleg this
other OS without my permission- in addition to losing 10 years of Quickbooks business files.

p.s. I have a brand new Dell Win 10 laptop in a case but hate the way it works.

If your specs are correct update to IE11, then try and buy
note Specs also show Avira not Avast DO NOT run 2 AV's at the same time.
