Cannot change HZ on Win 7 (CRT-monitor)

Hey,
I can not change the refresh rate of my screen above 85 Hz (LG Flatron F700B)
The problem was not just windows XP only in windows 7
The limit is 85 Hz, I tried to set up with lots of software and managed
Im working on 190.40 Build 7600(RTM)

When I try to update the driver of the screen that says this to me:

Try installing this driver: LG Electronics F700B driver - BestDRV latest drivers

I could not find any thing on there official web site.

its not working , i think is problem in my Grahpich Card beacuse in my friend computer its working.
