Cannot connect to printer 0x000003eb error

Very weird issue. I am trying to add a network printer from the print server to the end user's computer. It downloads the driver but then throws the error code listed in the title. It seems to computer specific though. I have other people who can add this printer no problem.

I tried that and am still receiving the same result. Not that it matters but these are Xerox printers on a Server 2016 and the computers are all Win 7.
