Both your computers need to be on the same home network, set your laptop to discover ipko2 and then join that network.
You have 1 network set as private and 1 as public!
I assume you have a wireless router, the sytem does work but both computers need to have the same time stamp and share a common access point.

Try bridging the LAN and wireless networks. This way you will not get the unidenified network.

Highlight ipkoo and the wireless network connection (unidentified network), then right-click and bridge them.

hmm that didnt look like what i had in mind. I'm just thinking where you need to be on the machine that has internet to be able to bridge the other. I had no problems when i was on my ethernet LAN network (but not using PPPOE) bridging my unidentified wireless network which is not much different to yours.

The option exists in mine.

BTW, you the option is for LAN and WiFi, not sure about PPPOE (ipkoo).
