Cannot download anything in Windows 7

Ok, so basically i have a brand new computer with windows 7 home premium 64 bit installed, windows is activated

I went to download software for my mouse and i get the run/save window and whether i click run or save as soon as i click it the window goes away as does the download progress window that was behind it. The file is never actually downloaded, i even tried the save option and then searched the computer for the file name. It isnt anywhere, all windows updates are completed. What is the reason i wouldnt be able to download from the internet.

First off when you are saving a file, program, whatever YOU should tell windows where to save it. Don`t let it go anywhere randomly. Whatever I download gets saved to the desktop. Then I scan it and do what I want with it. If I want to keep it then I store it.

But back to your problem. Is Adobe Reader already installed ? If not try to download it. You should have to turn off your popup blocker first.

Press Ctrl + J while in Internet Explorer to see if anything actually downloaded.

And as AddRAM says, you'll likely be better off saving it where you want it to go. Change the default download location or do a "save as" rather than "save" to select the location yourself.

Why is adobe reader necessary to download stuff. And I don't just let it save it wherever i selected the desktop but i just did a search as a dummy check.

It isn`t. It was a suggestion, to download it. I`m just trying to help you. You should have Adobe Reader on your pc.

Is this a store bought pre built computer or some type of custom build?
Have you tried to download anything other than the mouse software?

What does "so basically i have a brand new computer" mean?
Did it ever work correctly - when it was "Brand New"?

What malware protection are you using?

Have you modified or tweaked the PC, installed programs, etc.?
What browser are you using, IE8, IE9, ...?

Do you have any restore points?

It is brand new. And no its not store bought pre-built, I built it. I don't have an antivirus yet cuz i'm having other problems and ive had to unistall the Norton 360 I had on it. I know this is dangerous and I need to limit the amount of time I'm connnected to the internet. It has no programs installed except the update program for the graphics card. Also I'm using IE8. And the only restore points I have are from the original install of the OS, although i think the restore point was actually made because of the Norton 360 install, but as I said that is uninstalled now.

From what you say and it's brand new with nothing on it, I would re-install windows.
To me that would be the easiest.

Other things you can try if you want to try and use the current install:

Run the System File Checker.

Uninstall IE and reinstall it (in Windows features).

Download a Firefox installer to another PC, copy it to your PC using a flash drive, and see if FF can download on your new PC.
I'd also download and copy the Malwarebytes and MSE installers...
Scan for malware and viruses.

Run a repair install.

For anti virus i suggest MSE (Microsoft Security Essentials) OR Avast.
They are both free.
For anti malware at least get the Malwarebytes free on demand scanner.
