Windows won't download anything or update.

So basically, I just put a fresh install on this computer. Right after it finished the install, I loaded up a driver for the webcam and installed AVG. After AVG installed, I tried to update the Virus definitions and it failed almost immediately. I tried to do a Windows Update to see if maybe it was the version of IE I was using (IE 8) and it failed as well. I disabled AVG, built-in firewall, set IEs security as low as possible to allow literally everything and it still won't go through. I tried to sign up for this very website from the said computer, but it wouldn't load the captcha, and when I finally got it to load, everytime I clicked the right images, it would just restart the captcha process.

I have a log from when I tried to download Google Chrome if that would help.
