Cannot download software updates error 1706

After downloading the update I got this message when it started to install:
C:\Users\Owner\AppData\Local\Microsoft\Windows\Temporary Internet
Files\Content.IE5\5EHR53E5\Apache_OpenOffice_incubating_3.4.1_Win_x86_install_en_US.exe
The Extended attributes are inconsistant.
How do I fix this?! Am I going to have to reformat my hard drive?!
Any and all help would be appreciated.

another way would be to try and reinstall the software from a fresh download, not updates but the exe, it should contain the latest updates.

I have tried a system restore point, but to no avail (I have only 2 days available to me for some reason). I seem to have also lost my 'Windows Installer'. I have tried to reinstall it but can't due to this error message that continually comes up whenever I try to install a download.
Any other ideas?

Once you do that, run SFC -SCANNOW Command.

Establish a Clean Boot as shown in Troubleshooting Steps for Windows 7 since the Toshiba may still be juggling all of the preinstalled crapware starting with Windows.

If that doesn't help reset Windows Update - Reset - Windows 7 Forums

If that does not resolve the problems then consider a Repair Install, as a last resort before Clean Reinstall - Factory OEM Windows 7 since running the original factory pre-install is a corrupt installation to begin with.
