Cannot get a stable graphics setting

I'm not sure if it's a Windows problem or a graphics problem so I'm going to post this on different forums. Please move this post to correct forum if need be.
Problem: When doing a hard boot the graphics settings are lost and are at minimum level so I have to reinstall my graphics drivers all over again and then adjust the screen mode, rearrange desktop and then be able to start work.
This has been going on for too long and I really need to get an answer to my problem before I take an axe to my PC :axe:
My setup:
Alienware Aura R4 3.30 gigahertz Intel Core i7-3960X
BIOS: Alienware A07 10/26/2012
3 x DELL 2009W [Monitor] connections 2x Mini-DisplayPort, 1x DVI
Windows 7 Home Premium (x64) Service Pack 1
AMD Radeon HD 7950
AMD Catalyst™ Display Driver ver. 13.12 12/18/2013

The only answer I have so far is on the AMD Support forum:
“Your windows is probably in sysprep mode or you have a security software that prevents changes/freezes the system at a certain stage.
Find out what exactly or just reinstall the OS, which is faster I guess”

try booting with just the 1 monitor attached.

this may help identify the problem. it could be driver related, upgrade to the latest 14.1 beta version on amds website.

its not going to be hardware related as the gpu doesnt hold any information about the display.
