Cannot initialize or format new hd

I successfully installed a hard drive in my win 7 pc and it is recognized but when I right click and select format it says that the the drive is in use and cannot be formatted. When I tried to go into computer mgmt and right clicked on it the option for partition is greyed out. Please help me get this drive up and running!

You can try Partition Wizard free, create the bootable media from within the program and boot with it to format/initialize new HDD.
