I'm trying to download and install an active x control to enable me to watch internet tv from my ISP, but I keep getting this

I've tried turning off the firewall and UAC but to no avail. I've also tried turning off security settings in IE, and adding the website as trusted, but still no joy. Surely I can bypass this somehow.
Why does windows treat every user like a complete numpty, it's bloody annoying :mad2::mad2:
