Cannot login in safe mode

Nothing showing up on login screen

I changed my computer to boot in safe mode using msconfig.exe. But now when it gets to the login screen, I only get the Ease of Access and Shutdown buttons. Nothing else except the cursor and the background show up.

Is there a way to fix this?

BTW, it's a Dell Inspiron 6400, running Windows 7 x32.
