Cannot open cmd, task manager, and other administrator tasks

This started when I went to get on the computer one morning last week and noticed my computer was at the windows login screen. I logged in and there was a message in the icon bar that said windows could not start some service. I went to look at my services by running services.msc and got this error:

"C:\Windows\system32\services.msc
File system error (-1073740771)."

When I try and run cmd I get:

"The application was unable to start correctly (0xc0000142). Click OK to close the application."

And when I try and run cmd as an administrator I get:

"C:\Windows\system32\cmd.exe
File system error (-1073740771)."

When I try to start Task Manager by either hitting CTRL+SHIFT+ESC or right clicking the taskbar and hitting Start Task Manager, my cursor will briefly change to the loading icon but nothing will happen.

When I try CTRL+ALT+DELETE my screen goes black and an error comes up saying:

"The logon process was unable to display security and logon options when CTRL+ALT+DELETE was pressed. If the operating system does not respond, press ESC or restart the computer by using the power switch."

Anyone have any ideas as to what caused this and how to fix it?

You've tried rebooting right? (easiest things first) How about a system restore to a point before this happened?

If neither of those worked then you can try running a sfc/scannow to check for and repair any corrupted system files? As to what caused it........ lol, random glitch..... ghost in the machine ...... something that didn't install correctly.

I have tried rebooting to no avail.

I did a system restore from the 6th that worked for a few days and then the problem came back. I went to do the same restore and the restore point from the 6th was gone and only one was left from the 10th. After I restored the one from the 10th the problem did not go away.

I ran sfc /scannow in Safe Mode(can't open cmd in normal boot) and it told me there was no issues.

Any other ideas?

I looked at the CBS log and it was difficult to look through so much info and not know what I was looking for. What exactly am I looking for in this log?

I cannot do a repair install right now because I am at University and my Windows 7 installation disk is at my parents house. Are there any other solutions I can try or should I just be patient until I can get the installation disk?

I cannot open Device Manager to uninstall the drivers. I get a weird error message when I try to open it:

Well reading the files is one thing but you can't really repair them without your installation disk. You can download a copy of 7 here if you have a valid license/coa. (the series of numbers/letters on your Windows sticker) I really think a repair install is your best option.

can you access the nvidia control panel and remove it from there.

Did you by any chance upgrade to 10 and then roll back to 7, if so try this
Right click anywhere on screen select Personalise goto sounds select windows default.
