Solved cannot open msconfig.exe

I cannot open msconfig.exe for some reason,i could open it before

I get this error:

I am the only user on my PC and my account is Administrator account,i also tried right click > "Run as Administrator" but i still get same error

And when i try to edit the permissions in Properties > Security i get this error:

Is registry setting of NoControlPanel 1 or 0? Set it to 0 (0=False, 1=True).

i got no "NoControlPanel" registry,but i saw there is a sub folder to "Explorer" called "DisallowRun" and i see msconfig.exe is in it,maybe delete the folder or that registry?

i delete that folder (DisallowRun) and now it works.

Lower part of pictue is screenshot of registry key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer ?

If so .... many other values there?

no the second image it was in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer\DisallowRun
once i deleted that folder i managed to run msconfig.exe
