Cannot print with regular user

Hello,
New installation of Windows 7, created two users, one Administrator, the other regular. I created a XPS printer and gave all control to everyone. Administrator user can print, the other cannot, nothing in Windows logs, printing just returned that it could not.
I tried giving all control to \Windows\Temp and \Windows\System32\Spool to everyone, but it did not help.
Any suggestions to get the printing work properly? Quickbooks needs that printer to print to PDF properly...

As your using Ultimate, might be that there's a Group Policy restriction in place.

Well explained page! I tried to disable that policy, waited few minutes to be sure Windows applied it, then tried to print, but same error...
