In Windows Explorer, I can do a search in Documents and Music but get no results in Pictures.
My system is on the SSD and Document, Music and Pictures are on the Hard Drive.
Any suggestions on how to correct this?

Check three things:
1) your indexing options in Control Panel - make sure Pictures is referenced at the HDD location.
2) the Picture Libraries references the HDD location and is available (mine sometimes get confused and I see a message in the Locations section of the Libraries that the folder cannot be accessed - mine is on an external drive - not sure why, but it happens)
3) The Arrange by is folder - that's more of an issue when you can't see anything in the Explorer window though
It would be helpful to see the properties page for the Pictures Library - you could try resetting it, but you might have to add the HDD location back in.

Sorted it using Item 1.
Pictures was not included in list of things indexed, I added it and all's well.
I have not had an indexing problem before and did not realize how it worked.
