The only thing I can recommend at this point is to check the manual because it should explain how to get into the BIOS. It may even explain if changing the BOOT priority is an option.

Try Escape Key. If you have the manual it will tell you. If you would fill out your complete system specs including model number, we could give better help.

If F9 and F10 are not working, then you're probably out of luck here. I mean, if these are the only ways to change the boot option or to get into the BIOS but the keys themselves are not working, then I don't know what else to do here.

As Twocables said, if the keyboard is malfunctioning, you will need to have it repaired or replaced. There is no way I know of to make any changes to bios unless you can enter bios. I don't know if it will work, but maybe if you plug in a USB keyboard, you can use that keyboard to enter bios.

Try plugging in another keyboard. It may not work at the BIOS POST but it is worth a try.

Are you sure you're tapping the F9 key vigorously enough at the right time? It's rare they will stop working.

You must get F9 to work, or set DVD drive to boot first via F10.

If this fails and you need to Clean Reinstall - Factory OEM Windows 7 you can boot the HD Diagnostic CD scan or Partition Wizard CD which will boot themselves (autostart) to wipe the HD, which will force the installer to start.

Or you can try running HP System Recovery checking for a Minimal Recovery option.

Files can be rescued using Paragon Rescue Kit Free Edition 11.0 Free CD which also self-boots.

Try holding down F9 and F10 while the motherboard in your laptop reboots. Don't hold them both down at the same time, but you'll need to reboot a few times in order to try them individually.
