can't access files or programs

hi.
i'm running on build 7600.
suddenly my pc shuts down while i was surfing the net (browser: google chrome)
then when i tried to turn the pc on, i can't access any file nor program. when i try to open one, everything on the screen disappears. i cant open even the task manager. all i could do with my pc was to restart it.
is it a virus problem? what could be causing the damage and how do i fix it?

Boot into safe mode with networking and run a full scan of Malwarebytes
If safe mode does not load use a Rescue Disk
Kaspersky Rescue Disk 10
