cant acess repair options

So, I'm stuck in a restart loop right now, and I can't really do anything about it. Whenever I try to go to reapir options, it gets to the the blue background and nothing comes up. Any tips on how tofix this?

Boot from dvd- either install disk or system repair disk, then run repair options. If startup repair doesnt work, run sfc scan.

well i made the system repair disc, and i was able to get to the keyboard input method screen, but nothing else after that.
