Can't browse desktop background folder

This use to work: I cannot Personalize > Desktop Background > Browse and select a new folder. Thanks...

I can browse to folders, but it will not allow me to select one and it does not give me any kind of message - error or otherwise.

This is just too coincidental: I have a dual boot system with Win7 Pro and Win7 HP and now both refuse to allow me to load a new background folder. Is anyone else having this problem? I have also noticed that I can do a System Restore Undo, but not a Restore on both installs. This is starting to look like a M$ update problem.

[SOLVED]Restore Point error and Background Browse

Finally found the answer after reinstalling Windows. DO NOT, I repeat - DO NOT, remove any of the following system folders from windows Explorer: User, Favorites or Libraries. If you do, you wil stand a chance of not EVER being able to use Restore Point again. In the mean time you will not be able to use the Personalize > Background > Browse while the Libraries folder is missing. If you remove the Favorites folder, you may not be able to recover the "system" installed shortcuts and if you can't, Restore Point will not work.
