Can't change anything

Hi,I have a very serious problem.I can't make change to the taskbar can't pin programs or make icons small,also I can't troubleshoot problems and even can't downdload anything,actually I can download programs,but IE says that the item could not downloaded.Aero theme sounds dissapeared and windows update is not working too.I don't know what to do,I tryed safe mode,directory services repair mode and same problem,if someone hear about those problem please help otherwise I must reinstall windows. Thanks!

Run Malwarebytes and the SFC.

I dont think that it cause by virus I made a new user account because previous account failed to load and since then problems began.
